The St. Moritz Ice Skating Club and the Santa Rosa Figure Skating Club are pleased to be hosting the qualifying Championships to the National Precision Championships for Juvenile, Intermediate, Novice, Junior, Collegiate, Senior, Adult Open and Masters divisions and the Sectional finals for the Preliminary Precision, and the Youth Introductory, Teen Introductory and Adult Introductory Team divisions of the Pacific Coast Sectional Championships.

The competition will be held from 9:00 A.M. to approximately 4:00 P.M. on Saturday, February 24, 1996. Awards will be held after the events have concluded.

This event is sanctioned by the USFSA and will be conducted according to the 1995-1996 USFSA Rulebook.

GENERAL INFORMATION

PRECISION TEAM DIVISIONS:

JUVENILE: 12 to 24 skaters. Skaters must be 11 years of age or younger as of 7/1/95. Program duration: 3 minutes.

INTERMEDIATE: 12 to 18 skaters. 75% of the skaters must be 15 years of age or younger as of 7/1/95. The remaining 25% may be 18 years or younger as of 7/1/95. The 25% between 16 and 18 years of age may not crossover to a Junior or Senior levels and may not exceed 4 in number for a total of 18. Program duration: 3 1/2 minutes.

NOVICE: 12 to 24 skaters. Skaters must be 14 years of age or younger as of 7/1/95. Program duration: 3 1/2 minutes.

JUNIOR: 12 to 20 skaters. The event shall consist of a Short Program and a Free Skating Program. Skaters must have reached the age of 12 and must not have reached the age of 19 as of 7/1/95.

Short Program: Must not exceed 2 minutes 40 seconds in duration, but may be less, provided all elements are included. No vocal music permitted.

Free Skating: 4 minute program - no vocal music permitted.

SENIOR: 12 to 24 skaters. The event shall consist of a Short Program and a Free Skating Program. Skaters must have reached the age of 12 as of 7/1/95.

Short Program: Must not exceed 2 minutes 40 seconds in duration, but may be less, provided all elements are included. No vocal music permitted.

Free Skating: 4 1/2 minute program - no vocal music permitted.

ADULT OPEN: 12 to 24 skaters. Skaters must be 21 years of age or older as of 7/1/95 and 75% of the skaters must be 25 years of age or older as of 7/1/95. Program duration: 3 1/2 minutes.

MASTERS: 8 to 20 skaters. Skaters must be 25 years of age or older by 7/1/95 and 75% of the skaters must be 35 years or older as of 7/1/95. Program duration: 3 1/2 minutes.

COLLEGIATE: 12 to 24 skaters. Skaters must be U. S. citizens between the ages of 17 and 28 as of 7/1/95. Skaters must be enrolled in a college/university a minimum of half-time or graduated in the last year, or have been out of school for not more than one year prior to the competition. Skaters may also skate on a Senior and/or Junior Team provided they have met the requirements set forth in CR 46.024 and CR 46.025. There is no short program.

Program duration: 4 1/2 minutes.

INTRODUCTORY TEAM SKATING DIVISIONS:

PRELIMINARY: 8 to 16 skaters. At least 75% of the team must be 9 years or younger as of 7/1/95. Up to 25% of the team may be 11 years or younger as of 7/1/95. Program duration: 2 minutes.

Youth Team: 8 to 12 skaters. The majority of the team must be 11 years or younger as of 7/1/95. Program duration: 2 minutes.

Teen Team: 8 to 12 skaters. The majority of the team must be 18 years or younger as of 7/1/95. Program duration: 2 1/2 minutes.

Adult Introductory: 8 to 12 skaters. The majority of the team must be 19 years or younger as of 7/1/95. Program duration: 2 1/2 minutes.

JUDGING:

The open system of judging will be used for all Championship rounds of Junior and Senior events. All other divisions will be judged by the closed method of judging.

TEAM COMPOSITION:

Men and women may skate on the same team. Teams may enter more than one category, using different music and a different routine, with a minimum change of 6 skaters. Masters and Adult Open: Four crossovers will be allowed provided the age and number of skaters meet the restrictions in CR 46.026.

PROGRAM DURATION:

All free skating program lengths have a 10 second time allowance (over or under).

COMPETITION RULES:

The following Competition Rules for Precision Championships must be adhered to:

1. Qualifying Competitions: Birth certificates for members of Collegiate, Senior, Junior, Novice, Intermediate, Juvenile and Preliminary Precision Teams must be submitted with the team roster. Birth Certificates need only be submitted once as they are to remain on file with USFSA Headquarters. Adult Open, Masters and Introductory Precision Skating Teams must be able to provide proof of age if so requested by the Referee and/or Local Organizing Committee of the competition for which the team is entered. The team roster is verified by USFSA headquarters.

2. The entry form of the first qualifying competition of the year for all Precision events becomes the official team roster for the remainder of the year. The roster must list all team members including alternates.

3. The roster is to be submitted to USFSA Headquarters by the host clubs of each Regional (if held) or Sectional Championship immediately following the close of entries.

4. Requests for changes to the roster must be submitted on the official form to the Sectional Vice-Chair of the Precision Competition Committee. Substitutions to the roster may be permissible up to two weeks prior to the start of the next qualifying competition. The request must be in writing and must include the reason for the substitution.

5. At Sectionals, a qualifying round for Junior and Senior events will be held if more than nine teams have entered. At both Sectionals and Nationals, the qualifying round will consist of the Free Skating program only. In the final round, both the Short Program and Free Skating will be skated and the results combined. Consolation rounds are mandatory at Sectionals. Both the Short Program and Free Skating will be skated and the results combined.

6. At Nationals, the qualifying round will be held for all events that have more than 15 teams entered. The qualifying round will have two seeded groups with the top five from each group moving to the final round. In the Junior and Senior events only, the Free Skating portion will be skated in the qualifying round. Both the Short Program and Free Skating will be skated in the final round and the results will be combined.

7. All skaters on a team selected for international competitions must be citizens of the United States. All skaters who are not citizens but had been declared eligible prior to May 21, 2026 are still eligible to compete.

PRECISION RULE CHANGES FOR 1996:

No back spirals are allowed at intersections (pass throughs) in either the Short Program or Free Skating   Bobby pins or hair pins are no longer permitted in the hair during any Precision Competition.

ARENA:

The competition will be held at Berkeley Iceland, 2727 Milvia St., Berkeley, CA 94703. (510) 843-8801. The ice surface is 200' x 100'. It has hockey line and circles. The corners are slightly rounded. A diagram of the arena is enclosed.

OFFICIAL NOTICES:

Official bulletin boards will be conspicuously displayed at the competition arena. The posting of schedules, changes in schedules, draws, bulletins or announcements on the official bulletin boards will be considered sufficient notice to teams.

ENTRY FORMS AND FEES:

Team Registration Number, name of each member of the team, USFSA number and any alternates/crossovers must be listed on the entry form (see Form A - combined Sectional/National forms attached.) Only those alternates listed may be substituted for any member of the team who is unable to skate. The number of alternates is unlimited.

The entry fee is $100.00 per team plus $15.00 per skater.

Entries must be postmarked no later than Tuesday, January 9, 1996. Please return sooner if possible. OFFICIAL PRACTICE ICE:

Official practice ice is scheduled on Friday, February 23 from 5:00 A.M. to 7:30 P.M. and Saturday morning from 5:00 A.M. to 8:40 A.M. Practice ice will cost $65.00 for 20 minutes. Each team will be assigned one 20 minute practice session. Junior and Senior teams may request a second 20 minute session for short program practice. Official practice ice will be scheduled on a first come, first served basis using Form H. A small amount of extra practice may be available in the very early morning times on Friday and Saturday. REGISTRATION/INFORMATION DESK:

The registration desk will be located in the lobby of the arena. All competitors, coaches, chaperones, judges and officials must register. At that time, you will receive your shuttle bus passes, pre-paid souvenirs, party tickets and official notices. Registration will be open during practice ice on Friday, February 23 from 10:00 A.M. to 7:00 P.M.

OFFICIAL DRAW:

All draws for skating order at Sectional and National Precision Championships shall be closed draws. The skating order will be posted on the Official Bulletin Board and copies will be distributed to all teams.

PROGRAM PHOTOS:

Photos may be sent for the program along with the Entry Form. Please send a 5"x7" black and white photo. Please include a separate piece of paper with a typed list of the names of the skaters, back to front and left to right. Please include names of skaters not pictured.

MUSIC:

All music tapes must be turned in at the time of registration. For teams who qualify for Nationals, tapes will be retained and sent directly to the Nationals LOC. Tapes will be retained for the first 5 teams in each qualifying event.

Each team must submit two copies of music (master and backup copy) on Analog Cassette Tapes. Each cassette must be clearly marked with team name, event entered and side to be played.

Teams in non-qualifying events will be responsible for picking up their own tapes at the Registration Desk after their event has concluded.

All music must be in compliance with the rules for precision skating as set forth in the 1995-1996 edition of the official USFSA Rulebook.

OFFICIAL VIDEO:

Video taping will be allowed for non-commercial use, but only with hand-held, battery operated equipment. No tripods or power cords will be allowed. Professional video tapes of the competition will be made by R & J Video of Stockton, CA. Order forms will be available at the competition. Bring cued video tapes or purchase new tapes at the competition.

OFFICIAL PHOTOGRAPHER:

Team photos will be taken immediately following each team's event. The official photographer will be Golden Roads Studio of Santa Rosa, CA. The cost will be $14 for one 8x10 color photo or $14 for two 5x7 color photos. Black and white photos for the Nationals Program will be taken for an additional charge if requested by the team. Order forms will be distributed at the competition.

Sweatshirts and tee shirts will be available for sale at the competition and during practice. Tee shirt prices start at $15 and sweatshirts at $25.

COMPETITORS' PARTIES:

Two competitors' parties, one for all participants and one for those over 21 will be held in side by side banquet rooms at the Holiday Inn Emeryville from 7 P.M. to 11 P.M. on Saturday, February 24 following the competition. Each party will have a buffet dinner. There will be a DJ at one party and a no-host bar at the over 21 party. The cost will be $13.50 per person. See Form L for more information. TRANSPORTATION:

Airport Transfers

There are no complimentary hotel-airport shuttles. Airport-Hotel transportation may be arranged through the following services. Be sure to ask for group rates.

Shuttle Bus:

Shuttle bus passes will cost $15.00 per person for Friday and Saturday.

Street parking is very limited around the arena. Shuttle bus transportation will be provided from the two official hotels (the Holiday Inn and the Hotel Durant) to Berkeley Iceland. The buses will run on Friday from 4 A.M. to 8:30 P.M. during the practice ice time and on Saturday during the parctice ice and the competition from 4 A.M. to 6 P.M. The buses will run at 15 to 20 minute intervals during the practice ice and at 10 to 15 minute intervals during the competition. Transportation will also be provided from the Durant Hotel to the Holiday Inn during the party. This bus will run at 30 to 45 minute intervals depending upon the need.

Bus passes will be issued at the Registration desk or at the hotels and must be shown to ride the bus. Please use Form J to order bus passes.

Teams not using the shuttle bus system, please fill out the bottom of Form J.
