1999 OKTOBERDANCEFEST RULES AND GENERAL INFORMATION
ELIGIBILITY:
Each dance competitor MUST BE an eligible member in good standing of The United States Figure Skating Association. ** EXCEPT IN THE PRO/AM DANCE EVENTS **
ENTRY DEADLINE / FEES / FORM:
Deadline to enter is September 1, 2026. Entries postmarked after this date will be considered a late entry.
ENTRY FEES are $45.00 per person for the first dance event and $25.00 per person for each additional event. Appropriate entry fees MUST accompany the completed and signed competition entry form.
LATE ENTRIES or, DANCE EVENT CHANGES, may be accepted at the discretion of the Chief Referee and the Competition Chair and ONLY if accompanied by a double entry fee penalty for each dance event(s) entered, or changed. NO LATE ENTRIES, or DANCE EVENT CHANGES will be accepted after 9-22-99.
Entries, Dance Event Changes, or Cancellations by telephone WILL NOT be accepted. Requests must be in writing.
A $30.00 fee will be charged for all returned checks not honored by the bank.
All entries MUST BE completely filled out. Entries not completely filled out will be returned for completion. The competition entry form MUST BE resubmitted by the Postmarked Deadline Date of 9-1-99 to avoid late penalties.
It will be the responsibility of the coach, the competitor, and the parent of the competitor if the competitor is under the age of 18, to sign the Oktoberdancefest Competition Entry Form verifying that the dance event(s) entered are correct and to certify that the competition entry form is complete and accurate.
INTERPRETATION OF THE RULES:
The Chief Referee's interpretation of the rules, questions and decisions on all matters not covered by these rules, shall be final. The Chief Referee will be Nola Joy Carello FAX (916) 363-9857.
JUDGING:
Skating will be judged primarily on entertainment value (artistic and theatrical qualities).
The judging for this dance competition will be based on quality of edges, ability to dance the dances, artistic expression and interpretation of the dances and dance events skated.
The Santa Rosa FSC will be using USFSA Dance Competition Judges. All dance events will be final rounds.
The closed system of judging will be used.

OFFICIAL POSTING:
The Official Skating Order will be posted at the Redwood Empire Ice Arena, on the Oktoberdancefest Competition Bulletin Board (Located In Lobby), Saturday, 10-16-99 by 3:00 P.M.
REGISTRATION:
All dance competitors MUST BE at the Redwood Empire Ice Arena to check in at the Registration Desk and be ready to skate their event ONE HOUR before their scheduled event(s).
RULES:
The Oktoberdancefest competition rules will be in accordance with the 1999 USFSA Rulebook, except as otherwise stated. The exact number of dance patterns to be skated will be annnounced in the Oktoberdancefest Competition Notes after 10-1-99.
ASSUMPTION OF RISK AND WAIVER OF LIABILITY:
All dance competitors 18 years of age and older MUST SIGN the Assumption of Risk Form and all dance competitors under 18 years of age must have a parent or legal guardian sign the Assumption of Risk Form.

COSTUMES:
Costumes should be basic costuming for dance competitions.
DANCE EVENTS:
The Oktoberdancefest events are meant to be FUN. Dance categories may be split as to age and dance test level when possible and where appropriate. Two entries will be required to hold a dance event.
EXHIBITION POLICY:
Where an event has been reduced to one entry that soloist or dance couple will be given the choice to skate an exhibition or to withdraw. For those who have chosen to skate an exhibition that soloist or dance couple will be eligible for the Artistic Awards and the Don Phillips Memorial Trophy. No refund of entry fees will be made to those who have chosen to skate an exhibition. Assigned dance competition judges will give exhibition events critiques and the times for those critiques will be posted on the Oktoberdancefest Competition Bulletin Board.

MEDALS:
Medals will be awarded to the first four places in each event. Please accept your award promptly after the results are posted so that all award winners may pose for the group photograph. A "BEST ARTISTIC DANCE AWARDS" will be awarded to a male or a female ice dancer and to a dance couple judged to be the most innovative and artistic of the dance competition. (To be judged by a special artistic panel).
A Don Phillips Memorial Trophy will be awarded to the overall solo dancer or dance couple who exhibits the most enthusiasm and love for ice dancing.
MUSIC:
All dance entrants MUST SUPPLY their own dance music for the following dance events:
"Couple Free Dance"; "PRO/AM Free Dance", "Rhythm On Ice", and "Solo Free Dance".
All types of music including vocal are permitted. Only cassette tapes marked with skater's name and dance event will be accepted. TAPES MUST BE CUED AND READY TO PLAY. Back-up cassettes are advised.
Only one Free Dance Program shall be recorded on each cassette. Music MUST BE turned in at the Music Desk upon arrival at the ice arena. It is the responsibility of the ice dancer to pick up their dance music immediately after his or her dance event. The Santa Rosa FSC bears NO responsibility for damage or loss of cassettes.
REFUND POLICY:
Entry fees are refundable ONLY if the competitive dance event is not held, or if the competitor can provide a written certification from his or her medical physician that his or her failure to compete is due to an illness or medical condition that would prevent the competitor from competing safely. All medical Requests must be submitted on the physician's stationary within 14 days after the competition (10-31-99).
TENTATIVE TIME SCHEDULE OF DANCE EVENTS:
The Competition Tentative Time Schedule Of Dance Events and The Oktoberdancefest Competition Notes(which will include the number of dance patterns to be skated for each dance) will be mailed out after 10-1-99. Please enclose a #10 self-addressed stamped envelope for copies of the above information.
THE REDWOOD EMPIRE ICE ARENA:
The Redwood Empire ice Arena (Snoopy's Home Ice) is located at 1667 West Steele Lane, Santa Rosa, California 95403. The ice surface is 85 feet x 185 feet with slightly rounded corners. There will be no official dance practice ice. For scheduled dance sessions, please contact The Redwood Empire Ice Arena Staff at (707) 546-7147.
TIME RESTRAINTS:
Due to time restraints, it could be necessary to have dancers skate in flights of 2 or more (not to exceed 4) on the lower dance events. Time restraints MAY NOT allow time for a change of costumes between dance events.

COUPLE DANCE EVENTS: (Shall Consist Of A Lady And A Man) - (Eligibility: None)
Rhythm Blues, Swing, Ten-Fox, Fourteenstep, Silver Tango, Blues, Argentine Tango, And Rhumba
COUPLE FREE DANCE EVENT: (Eligibility: None)
Maximum 4 minutes duration. Vocal or Instrumental music. Refer to current USFSA Free Dance Rules. The Chief Referee may separate this dance event in regards to dance test level.
SOLO FREE DANCE EVENT: (Eligibility: None)
Maximum 3 minutes duration. Vocal or Instrumental music. This dance will be judged on Expression, Creativity and Quality of Dance Technique. Solo Free Dance MUST incorporate Choctaws, Mohawks, Rockers, and Twizzles. Refer to current USFSA Free Dance Rules.
PRO/AM DANCE EVENTS: (One Partner MUST BE A Professional/Ineligible Dancer)
(The Only Person Judged Will Be The Eligible Dancer)
(The Professional/Ineligible Skater May Skate With More Than One Partner)
PRO/AM Rhythm Blues - The Eligible dancer MAY NOT be above the Silver Dance Test Level.

RHYTHM ON ICE DANCE EVENT: (Ladies And Men May Compete Against Each Other) - (Eligibility: None) Maximum 3 Minutes Duration. Vocal or Instrumental music. This event will be judged on creativity. Flow, use of good edges, spirals, intricate footwork, and creative moves are utmost! NO JUMPS ALLOWED! Dancers may carry safe props if they are hand held during the entire routine. Any prop deemed unsafe will be eliminated! Skaters must supply their own music selection to A Rock And Roll Or Jive.
SHADOW DANCE EVENTS: (Ladies, Men, Or Mixed - Maximum Two Dancers)
Swing - (No Test Requirements) One skater must be 16 years of age or younger and one skater must be 30 years of age or older.
